Exploring the Impact of Plan “E” on Worcester’s City Government

Paul Matthews, Executive Director and CEO of the Worcester Regional Research Bureau, on the powers and responsibilities of the City Council and the City Manager according to the City Charter. Paul gives us context by talking about the history of the Plan “E” form of Government adopted by Worcester in 1947 and then a modified version that went into effect in 1987. The City Manager is the chief administrative and executive officer of the city . The City Manager runs the day to day operation of the city. The City Council has the ability to pass ordinances and set policy for the overall direction of the city. Important to note the City Manager is able to set priorities through the budget.
