Khrystian King Opposes Pause of Worcester Stretch Code

“If you want us to take a vote on something, the city manager has to… provide the information.”

Worcester, MA- Khrystian King joined Talk of the Commonwealth to discuss the proposal to pause Worcester’s newly implemented specialized stretch code, urging caution and a data-driven approach before making any changes.

King argued that city leadership should not move forward with a pause without clear evidence that the code is negatively affecting housing development. He noted that key officials, including the city’s Chief Development Officer, have not yet provided a comprehensive cost-benefit analysis, reinforcing his call for more information before any vote is taken.

He emphasized that the stretch code plays a critical role in advancing the city’s broader environmental goals, including the Green Worcester Plan. According to King, the policy contributes to improved public health outcomes, reduced energy costs over time, and protections for environmental justice communities that are often most affected by issues such as heat islands and air quality.

Addressing concerns about housing development, King pointed to broader economic factors—including tariffs and material shortages—as contributors to delays, noting that similar challenges are affecting other gateway cities that do not have the stretch code in place.

Rather than a full pause, King suggested a more targeted approach, such as exemptions for smaller developers. He also noted that the city manager already has the authority to grant project-specific pauses when necessary, offering flexibility without halting the policy altogether.

What Is the Specialized Stretch Code?

The specialized stretch energy code is a Massachusetts building standard designed to improve energy efficiency and reduce greenhouse gas emissions in new construction. Communities that adopt the code aim to lower long-term energy costs, improve building performance, and support climate goals, though it has also been debated for its potential impact on construction costs.
