Worcester, MA- Barur Raj Rajeshkumar, a West Boylston Select Board member, scientist, and Democrat, has announced his candidacy for State Representative in the 14th Worcester District. Raj made the announcement on the Talk of the Commonwealth morning show, confirming he will challenge longtime incumbent Jim O’Day in the Democratic primary.
Raj framed his campaign around what he described as a persistent funding imbalance affecting Worcester and West Boylston.
“Overlooked no more. We deserve a state rep who will stand up, fight for changes, and bring our fair share of funding back home,” Raj said.
He argued that both communities host significant state assets and provide regional services without receiving adequate compensation. Raj pointed specifically to West Boylston’s role in protecting Boston’s water supply, hosting the county jail, and managing the fact that more than half of its land is controlled by the state. According to Raj, these unique burdens leave the town facing difficult choices between raising taxes and cutting services.
“This campaign is about one simple idea,” he said. “Worcester and West Boylston should no longer be expected to manage state problems without fair state funding.”
Among his stated priorities is advocating for a revised local aid formula that he says would better reflect the responsibilities carried by host communities. Raj also emphasized that his scientific background has shaped his approach to governance, highlighting accountability, measurable outcomes, and data-driven decision-making.
When asked about the housing crisis, Raj said he would fight for increased state funding to build permanent housing for Worcester’s homeless population, arguing that stable housing is essential for long-term public safety and economic stability.
The Democratic primary sets up a contest between a longtime incumbent and a challenger positioning himself as an advocate for funding equity and structural reform.
Explainer: How Massachusetts Local Aid Works — and Why It Matters
When candidates talk about a “revised local aid formula,” they’re referring to how the state distributes money to cities and towns each year.
What Is Local Aid?
Local aid is state funding provided to municipalities to help pay for essential services such as:
-
Public schools
-
Police and fire departments
-
Road maintenance and infrastructure
-
Public health and social services
The largest portion is typically Chapter 70 education funding, followed by Unrestricted General Government Aid (UGGA).
How Is It Calculated?
Massachusetts uses formulas that consider factors such as:
-
Community income levels
-
Property values
-
Student enrollment
-
Municipal revenue capacity
The goal is to balance resources between wealthier and less wealthy communities. However, critics often argue that the formulas do not fully account for unique local burdens.
What Are “Host Community” Concerns?
Some municipalities argue they carry state responsibilities without proportional compensation. Examples can include:
-
Hosting state-owned land
-
Housing correctional facilities
-
Managing watershed or environmental protections
-
Providing regional services used by surrounding communities
When large portions of land are state-controlled, those properties do not generate local property tax revenue, which can limit municipal budgets.
Why This Becomes a Campaign Issue
When communities believe they are underfunded relative to their obligations, candidates often advocate for:
-
Revisions to funding formulas
-
Increased reimbursement for state-controlled land
-
Greater flexibility in how aid is used
Debates over local aid typically center on fairness, fiscal sustainability, and the balance between state and municipal responsibility.
