Worcester’s Top Health Official on Homelessness, Mental Health, and Safe Injection Sites

Worcester, MA- In a detailed discussion on the city’s most pressing challenges, Worcester Commissioner of Health and Human Services Seema Dixit made it clear: addressing the unhoused population is the top priority.
Dixit emphasized that the issue cannot be solved by City Hall alone, calling for a coordinated, city-wide response that includes healthcare providers, nonprofits, and community partners.
“There is no magic wand or single solution,” Dixit said, noting that Worcester is actively exploring and implementing best practices seen in other cities.
A major driver behind the crisis, she explained, is the continued impact of mental health challenges and substance use disorders, which she described as a post-COVID “epidemic” affecting people across all age groups.
Her department plays a central role in coordinating care and implementing preventative programs, working across agencies to address both immediate needs and long-term outcomes.
Dixit also pointed to Worcester’s data-driven approach to public health policy, particularly in areas like tobacco control.
“We follow the science. We follow the data. We follow the epidemiology. That is our role.”
When asked about the possibility of piloting a safe injection site in Worcester, Dixit urged caution.
“It’s still a very new public health practice… we may not be there yet.”
Her comments reflect a broader strategy focused on measured, evidence-based decision-making as the city navigates complex and evolving public health challenges.
