WORCESTER, MA– The Worcester Regional Research Bureau, has released a report titled Overdue for Civilian Oversight – A Pathway for Lasting Police Reform. (www.wrrb.org/reports/2025/10/ov…ivilian-oversight/)

Tom Marino, Mark Henderson, Ben White and Hank Stolz discuss a new report from the Worcester Regional Research Bureau which recommended the creation of a civilian police oversight board. The conversation revolved around the report’s potential impact, with most speakers expressing significant skepticism about whether an effective board would actually be implemented. They debated the likelihood of political maneuvering to weaken the board’s power, drawing parallels to the city’s Human Rights Commission, which they argued had been rendered ineffective over time.

Tom Marino of the 016.com said he has been told that the acceptance of a watered-down civilian review board will be a political trade-off for the approval of a police drone program. All agreed that this report, done at the behest of the City Manager, will stimulate debate on a subject that has been stalled.
