Worcester, MA-Could automated speed cameras make Worcester streets safer without creating another layer of government surveillance?
Hank Stolz and Ben White opened the phones on Radio Worcester for a discussion about speed camera legislation in Massachusetts and the difficult balance between traffic safety, privacy and government oversight.
The issue is particularly relevant in Worcester. The city’s recently released Vision Zero Safety Action Plan reports that Worcester has the highest number of serious traffic injuries and fatalities in Massachusetts and says its crash rates are significantly higher than the national average. Between 2019 and 2023, the city recorded 5,218 injury crashes, including 461 involving severe injuries and 45 fatal crashes.
Hank Stolz: “I’ve Evolved” on Speed Cameras
Hank acknowledged that his position on traffic cameras has changed.
“For years, I have not wanted Big Brother. I have not wanted cameras everywhere. I don’t want to be London where it literally seems as if everybody is under surveillance.”
But when it comes specifically to speed enforcement, Hank said Worcester’s traffic safety problems have changed his thinking.
“In this particular instance, we have such a safety problem in the city, I think it could help.”
That distinction became central to the discussion: Is a camera designed to document a specific traffic violation fundamentally different from a surveillance system capable of recording and tracking vehicles as they travel throughout a community?
For Hank, the answer is yes. While he now supports narrowly tailored speed cameras, he remains opposed to broader automated license plate reader systems such as Flock cameras.
Safety Tool or Revenue Generator?
Callers and listeners challenged Hank and Ben on whether automated enforcement would actually change driver behavior.
Supporters see cameras as a way to consistently enforce traffic laws in places where assigning police officers would be impractical—including residential streets used as cut-throughs, school areas and other locations where speeding is a persistent problem.
Critics question whether cameras ultimately become less about safety and more about generating municipal revenue.
That raises an important policy question: What should success look like?
If cameras work as intended, the ultimate goal should presumably be fewer violations and fewer tickets because drivers learn to slow down—not steadily increasing revenue from citations.
Massachusetts Lawmakers Are Considering Automated Enforcement
The debate isn’t hypothetical. Massachusetts lawmakers have been considering legislation establishing automated road-safety enforcement.
One current proposal, S.2344, would establish a local option allowing automated enforcement for certain traffic violations, including speeding, red-light violations and blocking intersections. The bill has advanced to the Senate Committee on Ways and Means.
There are also important distinctions among proposals. The FY27 budget proposal, for example, contains provisions for automated enforcement focused on speeding in construction and school zones, with an effective date proposed for July 1, 2027.
The Privacy Question
The Radio Worcester conversation also highlighted why the details of any eventual law matter.
A camera that records a vehicle only when a specific violation occurs presents a different privacy issue from an automated license plate reader that continuously records vehicles, locations and times.
Massachusetts lawmakers have separately considered legislation defining and regulating automated license plate reader data, including information such as license plate numbers, GPS location, date, time and speed of travel.
For Hank, that distinction is critical: supporting targeted enforcement of dangerous driving doesn’t necessarily mean supporting a network capable of tracking where ordinary motorists travel.
What Safeguards Should Come With Speed Cameras?
The discussion ultimately moved beyond a simple question of being “for” or “against” cameras.
If Massachusetts authorizes automated traffic enforcement, communities will have to decide where cameras can be placed, what violations they can enforce, how long images and data can be retained, who can access that information and what oversight exists to prevent the technology from expanding beyond its original purpose.
Proposed state frameworks have contemplated regulations governing camera standards, signage, calibration and protection of collected data from unauthorized access.
For Worcester, the debate comes down to a difficult question: Can the city use technology to address a documented traffic safety problem without creating a surveillance system residents never intended to authorize?
That question generated plenty of disagreement among Hank, Ben and Radio Worcester listeners—and it’s likely to become even more important as Beacon Hill continues considering automated traffic enforcement.
What Are Flock Cameras?
Flock Safety cameras are automated license plate readers (ALPRs) used by police departments and other organizations to identify and track vehicles. Unlike a traditional security camera that simply records video, Flock’s system captures license plates along with vehicle characteristics such as make, model and color. Police can search that information during investigations and receive alerts when a vehicle associated with a stolen-car report, missing person or other law-enforcement database passes a camera.
That capability is also what makes Flock different from the speed cameras being debated in Massachusetts. Flock cameras generally aren’t there to issue speeding tickets. They create searchable records showing that a particular vehicle was at a particular location at a particular time. That has prompted civil-liberties concerns about how long information is retained, who can search it and whether information collected locally can be accessed by other law-enforcement agencies.
How widespread are they in Massachusetts?
There isn’t a single authoritative state-maintained public list of every Flock camera. An independent mapping project, LPRMaps, reported 957 license-plate-reader cameras across 188 Massachusetts communities as of July 13, 2026, although that total includes LPR systems generally and should not be interpreted as 957 Flock cameras specifically.
Communities documented as using or recently using Flock include Lowell, Springfield, Quincy, Medford, Weymouth, Waltham, Dedham, Ludlow, Lawrence, Revere, New Bedford, Framingham, Ayer and Nantucket, among others. The landscape is changing quickly: Framingham announced in June 2026 that it would not renew its Flock contract, following resident opposition.
How much do the cost taxpayers?
There isn’t one statewide price because individual police departments and municipalities negotiate their own deployments. Flock says pricing depends on the number and type of cameras and the software package, with subscriptions generally covering the hardware, cellular connectivity, data storage, software, maintenance and support.
Actual Massachusetts contracts give a better sense of the expense. Waltham entered a two-year, $96,000 agreement for 16 Flock cameras—an average of about $3,000 per camera per year, although Waltham reportedly used money seized through court proceedings rather than its ordinary municipal appropriation.
A commonly cited benchmark in public Flock contracts nationally is roughly $2,500 per camera per year, sometimes with additional installation or implementation expenses.
So a hypothetical 20-camera municipal network at $2,500–$3,000 per camera would be roughly $50,000–$60,000 per year, before any additional costs contained in a particular contract.
The bigger debate: Flock cameras can give police a powerful investigative tool without having an officer stationed at every roadway. Critics argue that connecting hundreds or thousands of cameras into searchable networks can also create a system capable of reconstructing people’s movements—even when those motorists aren’t suspected of committing a crime. That distinction is central to the Radio Worcester discussion: a camera that documents a specific speeding violation isn’t necessarily the same thing as a camera network that records vehicles simply because they passed by.
